The common mistake that the pay-to-win people make in regards to Dust is that they assume that progressing faster with Boosters = pay to win. The problem with that idea is that anyone can reach any level given enough time and effort put into the game.
Player A puts in $$$ to reach 20 million SP sooner before Player B (who invested NO $$$) does.
However, reaching 20 million SP doesn't make one an experienced veteran. Player B will eventually get there as well, but by that time Player B will have gathered a massive amount of actual experience compared to Player A.
To put this into better perspective, assume you are a student ready for his practical driving test. You decide to "bribe" the instructor into letting you pass so you don't have to drive as much or just ignore your mistakes (the red light means "stop" not "you're almost there, so keep going"). You pass and you get the license. The next day, you're no better than you were yesterday and you end up causing a 10-car pile up followed by a massive BP fuel truck colliding and a massive fire ensures killing everyone on site all because you didn't stop at the red light and you were too stupid to think otherwise.
Now let's change the scenario. Let's assume now that you DIDN'T bribe the instructor and you fail the test. You come back and try again and again while getting better every time. You lost plenty of time catching up, but eventually you earn the license and the next day not a single car accident occurred and you are now able to do the job you always wanted to be... a truck driver carrying millions of dollars of assets for a multi-billion-dollar company across the country and you're getting paid by that corp for your skills as a safe driver.

Until one day someone runs the red light (someone "bribed" someone) and hits you causing you to get into a 10-car pile up which results in your assets getting lost in the crash.
As one can clearly see... Dust is not pay to win because $$$ doesn't buy you experience to back up that shiny certificate.
CCP, thank you for hotfixing the knives. But please make sure they're at their full potential in 1.7.
